Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Significant resources is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a capacity provided through current data. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing shakes the surroundings, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.
Tactical Assessments
It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unrealistic to compel Moscow to surrender the territory that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its favour.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
